I am writing to urge you to amend the Lahontan Region Water Quality Control Plan to designate Tribal Beneficial Uses to Mono Lake and its tributary streams as requested by the Mono Lake Kutzadika’a Tribe.
I recognize that Mono Lake and its tributary streams are on the ancestral land of the Kutzadika’a Tribe. I believe it is important that the Lahontan Board recognize the beneficial uses of the lake and its tributaries by Indigenous peoples since time immemorial and protect water quality associated with those uses. Practices such as the traditional harvesting of kootzabe (alkali fly pupae) are well known representations of this heritage.
Mono Lake is the physical, cultural, and spiritual center of the Kutzadika’a people and these designations will be important for the continuing health and longevity of Tribal cultural values and heritage.
